NA Aion is P2W, and I've heard that EU is much worse, so yes. It's not even a matter of being set behind, the game is being designed with P2W in mind now, which makes everything worse. I didn't see much in the item shop that suggested it would affect your play much. Mostly just vanity items and some 30 day mounts, as far as I could tell.
